OpenAI raises cloud spending projection to $750B through 2030, intensifying the AI infrastructure arms race

OpenAI has raised its projected spending on computing infrastructure to around $750 billion through 2030 as the company signs new cloud contracts and accelerates its data center expansion.

The revised figure is up from approximately $600 billion projected earlier this year, according to The Wall Street Journal. The increase reflects OpenAI’s effort to secure the chips, power and facilities needed to train and operate increasingly capable AI models.

OpenAI also announced Wednesday that it is designing and developing Project Camellia, a data center in Effingham County, Georgia. The company has committed $20 billion to begin developing the site, according to the Journal.

The project represents a shift from OpenAI’s previous model of leasing computing capacity from cloud providers such as Oracle and Amazon Web Services. OpenAI will serve as the principal designer and developer of the Georgia facility, giving it greater control over construction and infrastructure planning.

Project Camellia will be built within the Savannah Gateway Industrial Hub. OpenAI has contracted with Georgia Power for 3.2 gigawatts of electricity that will be delivered in phases between 2028 and 2032. The company said the facility will be privately funded and that residents will not bear its infrastructure or electricity costs.

OpenAI said it has already acquired the land and is selecting a partner to construct and operate the facility. Significant decisions covering design, financing, construction phases and the operating model remain under development.

The company has also hired Brent Mayo, a former xAI infrastructure executive who helped develop the Colossus supercomputer campus in Memphis. Mayo will oversee data center construction and delivery while ensuring that OpenAI’s cloud partners meet their development schedules, according to the Journal.

Mayo reports to Uday Ruddarraju, who was recently promoted to chief technology officer of computing capacity. The appointments give OpenAI executives with experience building large AI clusters greater control over its growing infrastructure network.

The spending increase comes as OpenAI faces questions about whether its revenue can grow quickly enough to support its long term compute commitments.

Chief Financial Officer Sarah Friar has privately expressed concern that the company could struggle to meet future computing obligations if revenue growth falls behind its contracts, according to the Journal. OpenAI previously missed internal user and revenue targets as it prepared for a potential public listing.

OpenAI President Greg Brockman said during court testimony in May that the company expects to spend approximately $50 billion on computing power in 2026. That compares with roughly $30 million spent on computing in 2017.

Audited financial documents reported in June showed OpenAI generated $13.07 billion in revenue during 2025 while recording $34 billion in costs and expenses. Its operating loss reached $20.92 billion, while its reported net loss was approximately $38.5 billion.

Despite those losses, OpenAI continues to expand its infrastructure commitments as access to computing capacity becomes increasingly central to the competition among major AI developers.
