3 Key Catalysts for Bitcoin Explained by Matt Hougan as Price Reclaims $66,500

On August 19, 2026 by voice

Bitcoin rose above $66,500 for the first time since July amid major regulatory initiatives in the United States, a reversal in institutional ETF flows and an important technical breakout on the daily chart. Analyzing market conditions, Bitwise Chief Investment Officer Matt Hougan succinctly summarized the events of the past 24 hours, saying that it was “hard not to be extremely bullish on both BTC and crypto right now.”

Three key macroeconomic and regulatory developments over the past 24 hours provided the fundamental basis for this optimism. The first driver was the introduction of the Regulation Crypto Assets proposal by the U.S. Securities and Exchange Commission. The document introduces simplified fundraising rules for crypto companies and a safe-harbor framework that would remove assets from the category of investment contracts.

Hougan specifically highlighted this regulatory step, noting that “the SEC released Regulation Crypto Assets,” opening up legal tools for raising capital within the U.S. jurisdiction.

At the same time, the U.S. Treasury announced that it would double the volume of its long-term government bond buybacks, effectively introducing a form of indirect yield curve control and increasing liquidity in the financial system.

The professional community views this move as a powerful long-term driver for scarce digital assets, as, according to the Bitwise executive, “the Treasury launched yield curve control.”

The final development is a closed-door meeting taking place today in Washington between the U.S. presidential administration and executives from major cryptocurrency companies, including Coinbase and Ripple. The meeting will focus on asset tokenization and advancing the Clarity Act.

As Hougan noted, the executive branch is taking the initiative amid delays in Congress, with “the White House preparing for a meeting with top crypto execs” to overcome the remaining barriers.

Bitcoin breaks above $66,500 as trend reverses

The institutional sector reacted to these developments before they were officially announced. Daily net inflows into spot Bitcoin ETFs reversed decisively into positive territory, reaching $189.30 million. BlackRock’s IBIT accounted for the largest share of the capital, attracting $223.1 million.

Total net assets under management across all Bitcoin ETFs reached $79.30 billion, representing approximately 12% of Bitcoin’s total market capitalization.

Long-term technical analysis on the daily time frame confirms the trend reversal. The current momentum pushed Bitcoin above the dotted global downtrend line that had extended from October last year. The price secured a position above the 23-day and 50-day moving averages, leaving the main concentration of traded volume below as support.

At the time of publication, Bitcoin was holding firmly above $66,000, as major developments from Washington fully aligned with the strong move on the chart.
