Circle's $400M Tazapay deal buys emerging market links that take ‘years to build’

Circle’s reported $400 million acquisition of Singapore-based Tazapay is shaping up to be an emerging-market play, giving the $USDC issuer local payment rails that can take years to build.

“This is the latest signal that stablecoins’ next battleground is in emerging markets,” said Martins Benkitis, co-founder and CEO of Gravity Team, a global liquidity provider focused on emerging-market currencies and stablecoins.

Stablecoins, with more than $300 billion in circulation, are becoming a bigger part of global money movement as governments put regulatory frameworks in place. Circle’s $USDC, the second-largest stablecoin with about $74 billion in circulation, has established a strong presence in developed markets, while larger rival Tether’s USDT is widely used in emerging markets, including Asia and Latin America.

Competition is also spreading beyond the established stablecoin issuers. Banks in the United States and Europe are developing their own tokens. Open USD, an initiative led by Stripe with more than 100 participants including Visa, Mastercard and Coinbase, is also pushing into stablecoin payments.

Circle, meanwhile, is expanding beyond issuing $USDC. It is building the Circle Payments Network (CPN) for cross-border payments and Arc, its blockchain for stablecoin-based financial activity.

Buying what takes years to build

Tazapay would add a piece that Circle doesn’t have in many markets: the licenses, banking relationships and local infrastructure needed to turn stablecoins into usable money.

“Stablecoin settlement is becoming core infrastructure for global commerce, but for $USDC to be useful everywhere money moves, it has to connect to local money in local currency, on local rails, through banking relationships that take years to build,” Irfan Ganchi, Circle’s senior vice president of payments, told CoinDesk.

Asia is an important part of that strategy.

“APAC is where a significant share of the demand is, and Tazapay is based there — so yes, that geography matters,” Ganchi told CoinDesk.

But the reach goes beyond Asia. Tazapay has payout rails across more than 100 markets and banking and fintech relationships spanning Asia, the Middle East, Latin America and elsewhere.

“We are building the infrastructure to move money anywhere stablecoin payments are being adopted, and that’s a global pursuit,” Ganchi said.

Why the last mile matters

Tazapay could also fill a gap in Circle’s existing payment network.

CPN connects originating and receiving financial institutions and settles transactions onchain, but doesn’t itself hold the local licenses needed in many markets, said Owen Lau, managing director at Clear Street. Tazapay can handle regulated tasks, including customer checks, collecting money and paying recipients.

“After the acquisition, Circle vertically integrates the last-mile operator, which can help support volume growth of CPN,” Lau said
